This Resolution will be proposed at the October 18, 2026 meeting of the Committee.
RESOLUTION OF THE ROCKINGHAM COUNTY REPUBLICAN COMMITTEE
WHEREAS, the Rockingham County Board of Supervisors conducts the public business of the
County and its citizens at its regular and special meetings; and
WHEREAS, open and accessible government strengthens public trust, encourages informed civic
participation, and allows citizens to observe the deliberations and decisions of their elected
representatives; and
WHEREAS, many residents of Rockingham County are unable to attend Board meetings in
person because of work schedules, family obligations, distance, health, or disability, and are
therefore effectively excluded from observing the conduct of their government in real time; and
WHEREAS, the Rockingham County School Board already provides live streaming of its public
meetings as a matter of routine practice, and does so from the very same facilities in which the
Rockingham County Board of Supervisors presently holds its own meetings, demonstrating that
the necessary capacity, technology, and physical infrastructure to stream meetings from that
location are already in place and in regular use; and
WHEREAS, because the equipment and location already accommodate the streaming of one
public body’s meetings, no meaningful obstacle of cost, technology, or facility prevents the Board
of Supervisors from providing the same access to its own proceedings; and
WHEREAS, the tools required to stream public meetings are widely available and affordable, and
a growing number of Virginia localities now stream the proceedings of their governing bodies as a
matter of routine practice; and
WHEREAS, the members of the Rockingham County Republican Committee believe that the
citizens of the County are entitled to the same convenient access to the deliberations of the Board of
Supervisors that they already enjoy with respect to the Rockingham County School Board;
NOW, THEREFORE, BE IT RESOLVED that the membership of the Rockingham County
Republican Committee respectfully requests that the Rockingham County Board of Supervisors
immediately begin to provide live video streaming of all of its meetings, including regular
meetings, special meetings, and work sessions, to the fullest extent permitted by law; and
BE IT FURTHER RESOLVED that the Committee requests that recordings of such meetings be
retained and made available to the public online following each meeting, so that citizens who are
unable to view a meeting as it occurs may review the proceedings at a later time; and
BE IT FURTHER RESOLVED that the Committee requests that the Board of Supervisors direct
County staff to identify and implement the necessary means to accomplish this streaming,
consistent with the approach already in successful use by the Rockingham County School Board in
the same facilities; and
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to each member of
the Rockingham County Board of Supervisors and to the County Administrator.
